The New Zealand Transport Agency is the government regulatory body responsible for managing and collecting Road User Charges (RUC) nationwide. Through its official online portal, private vehicle owners and fleet operators can directly purchase RUC distance units for diesel, electric (EV), plug-in hybrid (PHEV), and heavy commercial vehicles. Purchasing directly through the agency's website allows users to immediately print a temporary digital licence for their windscreen while the official physical label is mailed, and it incurs a slightly lower online administration fee compared to purchasing through an in-person retail agent. In addition to direct sales, the agency processes off-road RUC refund claims, manages vehicle weight bands and exemptions, and oversees the certification of all third-party electronic RUC (eRUC) hardware and service providers.
